While I would imagine the rack is used to pickup found bikes, I've only seen it carry around police bikes (which unfortunately aren't decked out with lights and markings). Next time I run into their bike officers, I'll have to ask. As far as I'm aware, the majority of the Crown Victorias that Bellingham Police has left are no longer routinely used. I estimate the new Ford Police Utilities to make up about one-third of their total fleet (I've seen probably 5-7).
